A MOBILIDADE URBANA COMO DIREITO EFETIVO DE UMA POLÍTICA PÚBLICA SUSTENTÁVEL EM UM RIO DE JANEIRO PÓS-OLÍMPICO
Este artigo aborda questões envolvendo a Mobilidade Urbana e as normas jurídicas pertinentes, a busca por um direito sustentável aplicável ao bem-estar dos indivíduos na cidade do Rio de Janeiro. Para melhor compreensão, analisam-se aspectos normativos nas esferas federal, estadual e municipal, as normas jurídicas como solução de situações críticas, as políticas públicas voltadas a manutenção e à sustentabilidade desse bem-estar social. A interdisciplinaridade, necessária em uma visão holística quanto às diversas formas de deslocamento dos cidadãos e a melhoria da qualidade de vida nos grandes centros urbanos, considerando-se o princípio da efetividade da norma e de políticas públicas de mobilidade adequadas à uma cidade como o Rio de Janeiro pós-olímpico, otimizando-se o ir e vir diário individual e coletivo e sua acessibilidade. Intervenções realizadas ante a Copa do Mundo de 2014 e a Olimpíada de 2016, refletem hoje, em um mundo pandêmico (2020/2021) uma mobilidade urbana merecedora de debate.

Abstract:
This article addresses issues involving Urban Mobility and the relevant legal norms, the search for a sustainable right applicable to the well-being of individuals in the city of Rio de Janeiro. For better understanding, normative aspects are analyzed at the federal, state and municipal levels, legal norms are understood as a solution to critical situations and public policies are aimed at maintaining and sustaining this social well-being. The interdisciplinarity is necessary within a holistic view regarding the different forms of displacement of citizens and the improvement of the quality of life in large urban centers, considering the principle of the effectiveness of the standard and public mobility policies appropriate to a city like Rio de Janeiro in a post-Olympic frame, optimizing the individual and collective daily displacement and accessibility. Interventions carried out before the 2014 World Cup and the 2016 Olympics reflect today, in a pandemic world (2020/2021), an urban mobility worthy of debate.
