A INTRODUÇÃO DO REGIME UNIVERSITÁRIO COMO REGRA BÁSICA DE ORGANIZAÇÃO DAS INSTITUIÇÕES DE ENSINO SUPERIOR NO BRASIL: UMA ANÁLISE LEGAL, HISTÓRICA E EDUCACIONAL
Este capítulo tem por objetivo
apresentar a contextualização histórica do
processo de instalação do ensino universitário
no Brasil, interrompendo o atraso histórico
do país quanto à formação superior, que
até então se fazia exclusivamente a partir
de Faculdades Isoladas, com caráter
marcadamente profissionalizante e dirigidas
para a formação dos profissionais requeridos
pelas esferas políticas e administrativas do
país. É nosso objetivo, também, pontuar as
primeiras experiências educacionais nesse
nível de ensino e trazer à discussão a polêmica
sobre a progenitura da universidade brasileira.
Ao final, contextualizamos e analisamos a
regra que introduziu o regime universitário
como modelo organizacional padronizado para
as instituições superiores, embora admitisse
concomitantemente a criação de instituições
isoladas. Embora se possa criticar o caráter
autoritário da norma, seu compromisso com
a aristocratização do ensino e a formação
profissionalizante, características que se
vinham mantendo desde o Império, é forçoso
reconhecer, que a tardia adoção do regime
universitário lança as bases para o surgimento
de uma rede nacional de educação superior,
que de fato se constituirá num grande seleiro de
cultura, tecnologia e inovação para as próximas
gerações.

Abstract:
This chapter aims to present the
historical context of the installation process of
the university teaching in Brazil, interrupting the
historic delay of the country regarding higher
education, that until then was made exclusively
if made from isolated colleges, markedly from a
vocational character as required by the politics
spheres politic and administrative spheres in
the country. It is also our goal to punctuate the
first educational experiences at this level of
education and bring to discussion the polemics
of the creation of the brazilian universities.
At the end, we contextualize and analyze the
rule that introduced the university scheme as
a standardized model for superior education
institutions, although concomitantly also
admitting the isolated creation of institutions.
Although we can criticize the rule’s authoritary character and its commitment to
aristocrate education and vocational training, a feature that has been kept since the
Empire, it is a strong fact that the late adoption of the university system launched
the foundation for the emerging of a national network of higher education, which in
fact will constitute in a large source of culture, technology and innovation for the next
generation.
