Abstract: Latin American States in their historicity are marked by political instabilities, which even occur according to their social particularities present similarities. The construction of these nations, which took place through systems authoritarians, generated the creation of local elites, who always used the public machine to stay in power. History in its linearity points to the existence of events that mark ruptures and permanence, and in these countries the ruptures administrative measures culminated in the permanence of oligarchic power. The instability of the Latin American presidentialism, points to a process of rupture of validity governmental, which due to its common occurrence can be understood as the permanence of a system of usurpation of the public sector for private good
