A INCLUSÃO NO ENSINO SUPERIOR: IMPLANTAÇÃO DE POLÍTICAS DE ACESSIBILIDADE NA UNIVERSIDADE FEDERAL DO RIO DE JANEIRO
Este artigo apresenta a experiência
de implantação do Fórum Permanente UFRJ
Acessível e Inclusiva, considerando o ainda
incipiente número de iniciativas deste porte no
Ensino Superior brasileiro. Na Universidade
Federal do Rio de Janeiro, o movimento de luta
para acessibilidade e inclusão iniciou-se em
2006, mas o Fórum só foi instituído em 2016.
Neste artigo, pretendemos analisar alguns
dos desafios desta trajetória, na tentativa de
compartilhar a experiência da maior universidade
federal do país e de identificar maneiras de
superação das referidas dificuldades. Na UFRJ,
a presença de alunos, servidores técnicoadministrativos
e docentes com deficiências,
transtornos globais do desenvolvimento e/
ou altas habilidades/superdotação nunca
foi estimada com precisão. Isto fazia com
que as poucas ações estruturadas para o
atendimento desta população fossem feitas
de forma emergencial, e mesmo ‘artesanal’,
pontualmente vinculadas à iniciativa de uma
unidade, departamento ou individual, sem
haver uma política institucional que desse
conta desta problemática. Preocupados com
esta questão, e incentivados pelas políticas
públicas de inclusão do Ministério da Educação que, por meio das suas secretarias de
Educação Superior, de Educação Especial, e de Educação Continuada, Alfabetização,
Diversidade e Inclusão, lançou, em 2005, o primeiro edital do Programa Incluir (visando
garantir o pleno acesso de pessoas com deficiências às Instituições Federais de
Ensino Superior), um grupo de servidores técnico-administrativos, docentes e alunos
vinculados a diversas unidades e laboratórios da UFRJ decidiu elaborar um projeto
para concorrer ao referido edital. Estas ações constituíram-se nos passos iniciais que,
mais tarde, originariam o Fórum aqui apresentado.

Abstract:
This paper presents the experience of implementing the Permanent
Forum for an Accessible and Inclusive UFRJ, given that the number of such initiatives
in Brazilian Superior Education still remains incipient. At Federal University of Rio de
Janeiro, the movement for accessibility and inclusion started around 2006, but the
Permanent Forum was only installed in 2016. In this paper, we intend to analyze some
of the challenges along this path, intending to share the experience of the largest
federal university of the country, and to identify ways to overcome such difficulties. At
UFRJ, the presence of students, technicians, administrative staffs and teachers with
disabilities, global developmental disorders, higher abilities or giftedness, had never
been precisely estimated. Therefore, the few structured actions undertaken to care
of this population were performed emergently, sometimes even in an ‘amateur’ way,
since they depended on isolated initiatives of single departments or individuals, with no
institutional policy responsible for this matter. Worried with this issue, and encouraged
by the new inclusive policies from the Ministry of Education, which, in 2005, launched
the first call of the “Include Program” (designed to guarantee full access of people with
disabilities to Superior Education Federal Institutions), a group of technicians, teachers
and students from several institutes and laboratories decided to elaborate a proposal
to compete for the referred public call. Such actions were the first steps towards the
construction of what later became the Permanent Forum for an Accessible and Inclusive
UFRJ we depict hereafter.
