Abstract: This paper deals with inclusive education from the perspective of Brazilian special educational policy and its historical approaches. In this perspective, the theme is the study of inclusive and special educations in the context of the current Brazilian educational system and its thematic axis is based on the relationship between inclusive education and Brazilian special education. Moreover, this research aims to analyze educations and, specifically, to present their historical frameworks and address their public policies. To this end, the research will be bibliographic and documental, under the technical procedure aspect, qualitative, through the problem approach, and exploratory, under the objectives point of view. In other words, it will be developed based on the analysis of legislative texts, magazines, scientific articles, periodicals, and academic works taken from official and reliable sites and that are linked to the theme in question. Finally, this study makes a brief contextualization on the history of inclusive and special educations in Brazil and goes through public policies, while concluding with the deficiency of the Brazilian educational system, due to inclusive education and special education.
