A INCLUSÃO DE PESSOAS COM TRANSTORNO DO ESPECTRO AUTISTA NO ACRE: UMA ANÁLISE DA LEGISLAÇÃO ESTADUAL E DO MUNICÍPIO DE RIO BRANCO
O objetivo deste artigo é analisar os marcos legais relacionados ao Transtorno do Espectro Autista (TEA) no estado do Acre e no município de Rio Branco. Utilizando a metodologia de análise documental focada na identificação da legislação estadual e municipal que envolve a pessoa com Transtorno do Espectro Autista. Foram encontradas cinco leis municipais e duas leis estaduais que fazem referência ao termo. Observamos que a atenção voltada às pessoas com TEA tem enfoque na educação, na saúde e na assistência social e se alinham à política nacional de proteção da pessoa com TEA e orientações da Organização das Nações Unidas (ONU). Contudo, há de se reconhecer que embora sejam conferidos direitos à pessoa com TEA pelas legislações nos níveis federal, estadual e municipal, o pré-conceito e a discriminação ainda são as principais barreiras para efetiva inclusão e que para a sua superação, além da defesa pelo cumprimento das leis, vislumbramos uma necessária mudança de cultura, a qual se dará por um processo de educação da população dentro de uma perspectiva inclusiva.

Abstract:
The purpose of this article is to analyze the legalframeworks related to Autistic Spectrum Disorder (ASD) in the state of Acre and in the municipality of Rio Branco. Using the document analysis methodology focused on the identification of the state and municipal legislation that involves the person with Autism Spectrum Disorder. Five municipal laws and two state laws that refer to the term were found. We observed that the attention focused on people with ASD focuses on education, health and social assistance and is in line with the national policy for the protection of people with ASD and guidelines of the United Nations (UN). However, it must be recognized that although rights are granted to people with ASD by laws at the federal, state and municipal levels, prejudice and discrimination are still the main barriers to effective inclusion and that for overcoming them, in addition to defense by complying with the laws, we envision a necessary change in culture, which will take place through a process of educating the population within an inclusive perspective.
