A IMPORTÂNCIA DO CONTROLE PELAS AGÊNCIAS REGULADORAS DAS MEDIDAS DE EFICIÊNCIA ENERGÉTICA NO ABASTECIMENTO DE ÁGUA
As grandes despesas com
energia elétrica no setor do saneamento têm
incentivado o desenvolvimento de planos e
projetos envolvendo diversos atores da área
no Brasil, estabelecendo-se metas e incentivos
para a redução de perdas na distribuição de
água e para o aperfeiçoamento dos serviços
entregues pelas prestadoras. Neste contexto,
as agências reguladoras assumem o importante
papel de controlar e incentivar as empresas de
saneamento a atingirem, no mínimo, as metas
propostas pelo Plano Nacional de Saneamento
Básico e, quando existentes, metas regionais
ligadas a órgãos de controle social e às
próprias prestadoras. Desta forma, o presente
trabalho compilou um conjunto de mecanismos,
aplicados pelas agências, que explicitam a
importância da atuação destes órgãos no
incentivo às medidas de eficiência energética e
no subsequente cumprimento das metas. Notouse,
com a discussão propiciada pelo estudo, que
as agências possuem um papel imprescindível
não somente no tocar econômico, mas também
no que diz respeito à participação social deste
processo e à preservação ambiental.

Abstract:
The large expenditures with
electricity in the sanitation sector have
encouraged the development of plans and
projects involving various actors from Brazil,
establishing targets and incentives for reducing
losses in water distribution and for improving the
water supply services. In this context, regulatory
agencies assume the important role of controlling
and encouraging sanitation companies to
achieve at least the goals proposed by the
National Plan for Basic Sanitation and, where
applicable, regional goals linked to social control
agencies and to the providers themselves.
In this way, the present work compiled a set
of mechanisms, applied by the agencies. It
explains the importance of the agencies acting
to promote energy efficiency measures and in
the subsequent fulfillment of the goals. It was
noted, with the discussion provided by the study, that the agencies have an essential
role not only in the economic area, but also in what concerns the social participation of
this process and the environmental preservation.
