A IMPORTÂNCIA DA POLÍTICA DE ASSISTÊNCIA SOCIAL DE SOBRAL COMO ESTRATÉGIA DE EDUCAÇÃO PARA A CULTURA DE PAZ E REDUÇÃO DE VIOLÊNCIA

O presente estudo tem como foco a análise da política de assistência social no município de Sobral (CE), investigando sua contribuição para a promoção da cultura de paz e para a redução da violência em contextos de vulnerabilidade social. Parte-se da compreensão de que, em sociedades marcadas por desigualdades socioeconômicas e exclusões históricas, a assistência social configura-se como uma política pública fundamental para a garantia de direitos e a promoção da justiça social. A pesquisa fundamenta-se em uma abordagem qualitativa de caráter exploratório, ancorada em revisão bibliográfica e documental. Foram examinadas as diretrizes da Política Nacional de Assistência Social, a organização do Sistema Único de Assistência Social (SUAS) e experiências implementadas em Sobral. Os resultados apontam que a rede socioassistencial de Sobral, composta por Centros de Referência da Assistência Social (CRAS), Centros de Referência Especializados de Assistência Social (CREAS), unidades de acolhimento e serviços complementares, apresenta uma atuação que ultrapassa o atendimento emergencial. Ao articular-se com as áreas de educação, saúde e direitos humanos, a política assume também funções preventivas e educativas, ampliando seu alcance social. Essa articulação contribui para o fortalecimento de vínculos comunitários, para a inclusão de populações em situação de vulnerabilidade e para a promoção da resolução pacífica de conflitos. Outro aspecto relevante observado é a integração interdisciplinar. A atuação conjunta de profissionais de diferentes áreas, como serviço social, pedagogia, psicologia e direito, potencializa os impactos da política, favorecendo a construção de soluções mais abrangentes e efetivas para os desafios sociais. Conclui-se, portanto, que a experiência de Sobral evidencia a assistência social como espaço estratégico de socialização, cidadania e inclusão. Ao contribuir para territórios mais seguros, equitativos e justos, a política reafirma seu papel central na consolidação de uma cultura de paz, demonstrando sua relevância não apenas como resposta a demandas imediatas, mas como instrumento transformador da realidade social.

  • Abstract: This study focuses on analyzing the social assistance policy in the municipality of Sobral (CE), investigating its contribution to the promotion of a culture of peace and the reduction of violence in contexts of social vulnerability. It is based on the understanding that, in societies marked by socioeconomic inequalities and historical exclusions, social assistance emerges as a fundamental public policy for ensuring rights and promoting social justice. The research is grounded in a qualitative, exploratory approach, supported by bibliographic and documentary review. The study examined the guidelines of the National Social Assistance Policy, the organization of the Unified Social Assistance System (SUAS), and experiences implemented in Sobral. The findings indicate that Sobral’s social assistance network—comprising Social Assistance Reference Centers (CRAS), Specialized Social Assistance Reference Centers (CREAS), shelter units, and complementary services—performs beyond emergency assistance. By articulating with education, health, and human rights policies, social assistance also assumes preventive and educational functions, thereby expanding its social impact. This articulation contributes to strengthening community ties, fostering the inclusion of vulnerable populations, and promoting the peaceful resolution of conflicts. Another relevant aspect observed is interdisciplinary integration. The joint work of professionals from different fields, such as social work, pedagogy, psychology, and law, enhances the effectiveness of the policy, favoring the development of more comprehensive and effective solutions to social challenges. The study concludes that the experience of Sobral highlights social assistance as a strategic space for socialization, citizenship, and inclusion. By contributing to safer, fairer, and more equitable territories, social assistance reaffirms its central role in consolidating a culture of peace, demonstrating its relevance not only as a response to immediate demands but also as a transformative instrument of social reality.
