A GOVERNANÇA E A GESTÃO DO PATRIMÔNIO PÚBLICO: UM ESTUDO DE CASO NO ESTADO DO PARÁ
O artigo visa estudar a legislação nacional e estadual sobre gestão patrimonial e observar in loco como elas são aplicadas na Fundação Amazônia de Amparo a Estudos e Pesquisas (Fapespa):https://www.fapespa.pa.gov.br/sobre-nos,órgão da administração indireta do estado do Pará. Entre os métodos utilizados, estão: (a) levantamento bibliográfico e legislativo sobre o tema; (b) identificar as normas para a gestão patrimonial do Pará; (c) relacionar as normas estaduais com as diretrizes nacionais sobre gestão patrimonial; e, por fim, (de) verificar se a Fapespa atende às novas normas de gestão patrimonial. Para a realização deste estudo, além do exame das legislações vigentes e do material bibliográfico, também foi relevante a vivência prática de três de trabalho do setor de patrimônio da Fapespa. Espera-se que esse artigo permita apresentar criticamente a gestão patrimonial e como ela poderá se desenvolver de forma mais eficiente, contribuindo, assim, para a governança das entidades públicas e o desenvolvimento organizacional da Fapespa. Resultados: 1. No ano de 2012 o Estado do Pará busca a adequação e modernização da estrutura organizacional cultural e de informática existente na administração pública estadual para aplicação das novas normas sobre gestão patrimonial.2. No ano de 2012 por meio do decreto nº 345/2012 a nova coordenação da Secretaria Especial de Gestão Governamental-GTGOV/PA fica responsável pela aplicação da gestão patrimonial no Estado do Pará.3. Novos sistemas são lançados: Simas (Sistema de Material e Serviço); Sispat-Web ou Sispat Imóveis.
Como conclusão, o artigo propõe sugestões para: (1) melhorar o processo de governança entre os órgãos SEAD, PRODEPA e setor de contabilidade do Pará, bem como aos demais órgãos públicos do estado, visando o planejamento eficiente das mudanças necessárias. e órgãos do Estado para planejar mudanças de forma mais eficiente; (2) implementar o funcionamento integrado e holístico dos softwares de gestão patrimonial Sispat-Web, Sispat Imóveis e Simas, que devem atender às necessidades específicas da Fapespa; (3) solucionar a falta de backup do sistema patrimonial, bem como sua implementação em todo o estado; (4) treinar os agentes responsáveis do órgão para operar o sistema; (5) superar a falta de política institucional e patrimonial dos servidores públicos do estado.

Abstract:
Objective: To study the national and state legislation on property management and to observe on the spot how it has been applied through a practical application in the indirect administration body: FAPESPA (Amazônia Foundation for the Support of Study and Research). Methods: a) To raise the bibliography and the legislation on the researched subject; b) Identify the rules for asset management in the state of Pará; c) Relate state norms with national guidelines on wealth management; d) Verify that the indirect management body complies with the new rules for asset management. In order to carry out this study, the current legislation on the subject was analyzed, as well as the bibliographic material and the experience acquired in practice during three years in the exercise of the patrimony sector of the Amazonas Paraense Foundation for Research and Research - FAPESPA. This analysis will make it possible to draw a critical profile of asset management and how it can develop in a more efficient manner contributing to the governance of public entities and the organizational development of the Foundation. Results: 1. In 2012, the State of Pará sought the adequacy and modernization of the cultural and informatics organizational structure existing in the state public administration to apply the new norms on patrimonial management.2. In 2012, through decree No. 345/2012, the new coordination of the Special Secretariat of Governmental Management-GTGOV / PA is responsible for the application of asset management in the State of Pará.3. New systems are launched: Simas (Material and Service System); Sispat-web or Sispat real estate. Conclusion: 1.Improve the governance process between the agencies: Sead, Prodepa and the state accounting sector and state agencies to plan change more efficiently. 2. Asset management software (Sispat-web, Sispat Real Estate and Simas ) must meet the specific needs of FAPESPA, and function in an integrated manner for holistic management, 3. The lack of backup of the system for storing information and the fact that it is not yet implemented throughout the state of Pará undermines the sound asset management of the State of Pará.4.The lack of training of the agency's responsible agents to deal with the system. 5. Lack of an institutional patrimonial policy instituted and charged to its public servants.
