O tema se relaciona ao esforço contínuo de educadores e educadoras em  pensar a educação e a escola na perspectiva de compreender  sua realidade na dimensão utópica do já feito em relação ao que se tem por fazer, abrir picadas, fazer trilhas, construir pontes que transformem sonhos possíveis em caminhos pavimentados pela gestão, pela competência administrativa e pelo pedagogicamente viabilizado nos termos da busca da excelência em virtude de que sem função social a educação não transforma, apenas, copia o que a realidade tem de pior.

  • Abstract:

    The article presented is the result of a research effort, whose theme is BASIC PUBLIC EDUCATION AND ITS FINANCING IN ARAGUAIA MATOGROSSENSE linked to the need to understand why education funding is so complex, why the idea of ​​priority has to do more with speech than effective and concrete action, why most public policies for education suffer discontinuity processes. The development of research has a guided approach to a historical approach, based on several sources that discuss the theme of public basic education in Brazil, based on educational legislation, specifically, the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB), the resource from the social contribution of Education Salary, the study of goal 20 of the National Education Plan, the goals of state and municipal education plans dealing with financing. The research has as a starting and ending point the discussion on how money for / from education at all levels can reach school so that it can be spent on quality, with planning, with a focus, based on strategies referenced by action governments, institutions representing education and civil society. The general objective is to analyze / evaluate public financing policies for basic education in the State of Mato Grosso, without losing sight of the macro issues that involve public financing variants. The investigative framework is based on a historical-dialectical view, which assumes reality as dynamic, emphasizing its historicity, its permanent and contradictory movement, expressing the game of forces, struggles and political disputes, with a view to building a critical look as a counterpoint to unique speech. The expected results have to do with the decision that the research can generate a Database on financing and Democracy, books of collective authorship, articles in scientific journals in ​​human and social sciences and participation in events.
