A EDUCAÇÃO EM DIREITOS HUMANOS NOS PROGRAMAS DE PÓS-GRADUAÇÃO NO BRASIL.
Analisa como a política pública de
Educação em Direitos Humanos relaciona-se ao
Ensino Superior, tendo como escopo o cenário
protagonizado pela pós-graduação brasileira e
tomando como referência o Programa Nacional
de Direitos Humanos – PNDH, em suas três
versões, e o Plano Nacional de Educação em
Direitos Humanos – PNEDH. Tais documentos
supõem o lugar estratégico das universidades no
fortalecimento dos Direitos Humanos. O objetivo
deste trabalho é analisar como os programas
de pós-graduação do país têm contemplado a
Educação em Direitos Humanos – EDH a partir
da analise do Programa Nacional de Direitos
Humanos – PNDH (I, II, III) e o Plano Nacional
de Educação em Direitos Humanos – PNEDH.
A metodologia adotada envolveu pesquisa
bibliográfica e documental, e a tabulação de
dados sobre a oferta de pós- graduação stricto
sensu no país a partir da pesquisa junto à
Plataforma Sucupira, ferramenta disponibilizada
pela Coordenação de Aperfeiçoamento de
Pessoal de Nível Superior - CAPES. Observase
uma distância significativa entre o papel
estratégico conferido à universidade em matéria
de EDH e o que se efetiva na pós-graduação
brasileira. É primordial o fortalecimento de
estratégias que incluam a educação em direitos
humanos na educação superior, promovendo o
conhecimento e o reconhecimento dos Direitos
Humanos como linguagem de respeito à
humanidade.

Abstract:
It analyzes how the public policy
of Education in Human Rights relates to Higher
Education, having as scope the scenario carried
out by the Brazilian post-graduation and taking as
reference the National Human Rights Program
- NHRP, in its three versions, and the National
Plan of Education in Human Rights - NPEHR.
These documents suppose the strategic place
of the universities in the strengthening of Human
Rights. The objective of this study is to analyze
how the country’s postgraduate programs have
included Human Rights Education HRE), based
on the analysis of the National Human Rights
Program - NHRP (I, II, III) and the National
Education Plan Human Rights - NPEHR. The
methodology adopted involved a bibliographical
and documentary research, and the tabulation of
data on the offer of postgraduate stricto sensu in
the country from the research with the Sucupira

Platform, a tool provided by the Coordination for the Improvement of Higher Education
Personnel. A significant distance is observed between the strategic role given to the
university in the matter of HRE and what is effective in the Brazilian post-graduation.
It is essential to strengthen strategies that include human rights education in higher
education, promoting knowledge and recognition of Human Rights as a language of
respect for humanity.
