Abstract: The aim of this study is to discuss the political-institutional characteristics, political participation and democracy in Brazil in recent decades, based on a literature review and data from the Brazilian reality. We live in times characterized by the indistinct agglomeration of individuals who compose the public, with a non-collective actor living in the private space of domesticity, acting as a spectator of a spectacle of media communication and recited by political characters (URBINATI, 2013). We are experiencing a decline in the relationship of identification between representatives and represented (MANIN, 1995). The review showed that, in the field of subjectivity, politics and ideology, neoliberal rationality has mobilized and legitimized anti-democratic forces at the beginning of the 21st century, with the neoliberal attack on democracy having an impact on the law, culture, subjectivity, citizenship and politics. The findings show that we may be experiencing a transitional political process, from a representative democratic system to audience democracy under the political practice of the elitist democratic model.
