A CRISE HÍDRICA NO IRÃ E VULNERABILIDADES: RESPONSABILIDADE COLETIVA ALÉM DO DIREITO INTERNACIONAL AMBIENTAL
Neste artigo, temos por objetivo
analisar o tema vulnerabilidade no contexto
da crise hídrica no Irã, bem como fazer uma
reflexão acerca do alcance dos instrumentos
internacionais sobre proteção da água em
crises locais. Para tanto, observamos a
conjectura histórica, política e social do Irã,
a legislação local acerca da apropriação e
distribuição da água, além dos direitos da
população sobre a sua utilização. Partindo da
concepção dos regimes internacionais como
ações de governança, examinamos a evolução
dos mecanismos de resposta coletiva às crises
relacionados ao tema água. Para compor este
artigo transdisciplinar, utilizamos obras de
autores do Direito Internacional, Meio Ambiente
e das Relações Internacionais. Por fim,
concluímos que a crise hídrica no Irã aumentou
o cenário de vulnerabilidade local, reforçada
pela falta de respostas coletivas internacionais
adequadas.

Abstract:
In the present scientific work, the
issue of vulnerability was analyzed in the context
of the water crisis in Iran as a reflection into
the reach of the international legal instruments
regarding the protection of water in local crisis.
To do so, we made an overview of the political
and social conjecture of Iran, its local legislation
on the distribution of water, and also the rights
of the population on this particular matter.
Starting from the conception of the international
regimes like actions of governance, we
examined the evolution of the mechanisms
of collective response to the crisis related to
the subject “water”. In order to compose this
transdisciplinary article, we used the works of
authors of International Law, Environment and
International Relations. Finally, we concluded that the water crisis did not increase the
local vulnerability scenario, which was reinforced by the lack of international collective
responses.
