A CONTRIBUIÇÃO DO PROGRAMA UNIVERSIDADE PARA TODOS NA EXPANSÃO DO ENSINO PRIVADO EM ALAGOAS
O presente artigo objetiva analisar a contribuição do Programa Universidade para Todos para a expansão do ensino privado em Alagoas nos anos de 2011 a 2019 (PROUNI). O PROUNI foi criado em 13 de janeiro de 2005 por meio da Lei nº 11.096, no contexto do discurso da democratização do ensino superior, o qual tinha como objetivo viabilizar o acesso à educação superior nas instituições privadas com ou sem fins lucrativos. Para saber como o PROUNI contribuiu para a expansão do ensino superior privado em Alagoas, utilizamos a pesquisa qualitativa, e, para fundamentar os estudos, optamos pela pesquisa bibliográfica e documental. O artigo está organizado, para além da introdução e das considerações finais, em três seções. A primeira apresenta uma breve reflexão acerca da história do ensino superior e a criação da universidade, a partir da Idade Média e a criação da Universidade (século XII) até a implantação e a estatização da Universidade moderna nos dias atuais. A segunda dedica-se à reflexão da reforma do ensino superior no Brasil e do Programa Universidade para Todos (PROUNI), fazendo uma breve retomada de seu percurso histórico. A tônica da terceira seção pauta- se no PROUNI e sua contribuição para a expansão do ensino superior de Alagoas, tendo como ponto de partida a ampliação da educação superior pública e privada a partir dos anos de 1990. Conclui-se que esse Programa tem contribuído para o avanço do ensino superior privado em Alagoas.

Abstract:
This article aims to analyze the contribution of the University for All Program to the expansion of private education in Alagoas in the years 2011 to 2019 (PROUNI). PROUNI was created on January 13, 2005 by means of Law 11.096, in the context of the democratization discourse of higher education, which aimed to enable access to higher education in private institutions with or without profit. To find out how PROUNI contributed to the expansion of private higher education in Alagoas, we used qualitative research, and, to support the studies, we opted for bibliographic and documentary research. The article is organized, in addition to the introduction and final considerations, into three sections. The first presents a brief reflection on the history of higher education and the creation of the university, from the Middle Ages and the creation of the University (12th century) until the implantation and nationalization of the modern University today. The second is dedicated to reflecting on the reform of higher education in Brazil and the University for All Program (PROUNI), making a brief resumption of its historical path. The focus of the third section is based on PROUNI and its contribution to the expansion of higher education in Alagoas, starting with the expansion of public and private higher education from the 1990s. It is concluded that this Program has contributed for the advancement of private higher education in Alagoas.
