A proposta deste texto é articular o

estudo em face das mudanças introduzidas na

organização do Estado pela ideologia neoliberal.

Essa política gera a diminuição do tamanho

do Estado, pregando o não intervencionismo

estatal no mercado. Esse quadro resultou no

movimento da Reforma do Estado, iniciado na

década de 1990, com vistas a diminuir os gastos

do governo, mormente no setor social. As

tentativas de implantar um sistema gerencialista

na administração pública mostraram-se

ineficazes, com ganhos inexpressivos, gerando

apenas uma precarização na prestação dos

serviços públicos.

ABSTRACT: The proposal of this text is to

articulate the study in the face of the changes

introduced in the organization of the State by

the neoliberal ideology. This policy generates

the diminution of the size of the State, preaching

the non-interventionism state in the market. This

resulted in the State Reform movement, begun

in the 1990s, aimed at reducing government

spending, especially in the social sector.

Attempts to deploy a managerial system in

public administration have proved ineffective,

with unimpressive gains, generating only

a precariousness in the provision of public

services.
