A CONSTRUÇÃO DO REGIME INTERNACIONAL PARA REFUGIADOS: DESAFIOS E OBSTÁCULOS EXISTENTES NO BRASIL
O presente artigo visa analisar a relação existente entre o Brasil e o regime internacional de refugiados; desde a ratificação do Brasil ao Estatuto dos Refugiados de 1951 assim como os mecanismos e leis internas existentes até o ano de 2016. Os atores internacionais e organismos estatais vêm buscando promover um maior diálogo e visibilidade em relação às pessoas que vivem em condição de refúgio, em vista das diversas barreiras que dificultam a integração deste grupo nas mais diversas sociedades. No Brasil, percebe-se que desde a redemocratização até o ano de 2016, o Governo Brasileiro vem promovendo leis e resoluções inspiradas na Declaração Universal dos Direitos Humanos, como também se posicionando internacionalmente a favor do acolhimento aos refugiados. Entretanto, mesmo diante da tentativa brasileira em acolher refugiados e pessoas deslocadas, este grupo enfrenta desafios e obstáculos no país devido às condições, políticas públicas e estruturas insuficientes e precárias para o acolhimento e integração de refugiados no território nacional.

Abstract:
This article aims to analyze the relationship between Brazil and the International Refugee Regime; since the ratification of Brazil to the Refugee Statute of 1951 to the existing internal mechanisms and laws until the year of 2016. International actors and State bodies have been seeking to promote greater dialogue and visibility in relation to people living as refugees, in view of the various barriers that hinder the integration of this group in the most diverse societies. In Brazil, it is clear that since the re-democratization until 2016, the Brazilian Government has been promoting laws and resolutions inspired by the Universal Declaration of Human Rights, as well as taking an international stand in favor of welcoming refugees. However, despite the Brazilian attempt to welcome refugees and displaced persons, this group faces challenges and obstacles in the country due to insufficient and precarious conditions, public policies and structures for the reception and integration of refugees in the national territory.
