A CONSTRUÇÃO DO COMPLEXO PUBLICO DE ENSINO SUPERIOR E DE PESQUISA BRASILEIRO SEGUNDO A SOCIOLOGIA DE C&T
A reforma do Estado ao longo da década de 1990 criou uma série de mudanças estruturais na lógica de funcionamento da sociedade brasileira diante das mudanças do bloco no poder, do modelo de desenvolvimento e da inserção do país na economia internacional. Partindo dessa temática, o presente artigo pretende avaliar os impactos da reforma do Estado no Complexo Público de Ensino Superior e de Pesquisa (CoPESP), a fim de ampliar as discussões críticas das transformações institucionais contínuas geradas endogenamente às universidades (políticas bottom-up) e das Reformas Educacionais e Políticas de C&T geradas exogenamente pelo governo (políticas top-down), uma vez que existe uma nítida escassez de estudos nessa área específica da sociologia política da Ciência e Tecnologia. Com essa discussão pretende-se fornecer os subsídios adequados para a garantia de pluralidade e o aprofundamento do debate sobre o impacto da Reforma do Estado nas instituições públicas de ensino superior, ao avaliar as relações de poder de forma tripartite, desde um recorte metodológico mais superficial até o mais profundo de análise, enquanto uma microfísica de poder que se observa através de conflitos abertos, encobertos e latentes.

Abstract:
The reform of the State across the 1990s has created a series of structural changes in the functioning logic of the Brazilian society due to the transformations inside the government’s block of power, the development model and the country insertion in the international economy. In a time of clear scarcity of studies in the political sociology of Science and Technology are, the article intends to evaluate the impacts of the reform of the State in the Public Complex of Higher Education and Research (CoPESP), in order to extend the critical debates about the continuous institutional transformations generated inside the universities (bottom-up policies) and about the Educational Reforms and Policies of S&T generated by the government (top-down policies). Throughout this discussion subsidies are supplied to warrantee plurality and depth to the debates about the impact of the reform of the State in the public institutions of higher education while evaluating the tripartite power relations that are observed from simple methodological insights to deeper analysis of a microphysics of power in open, hidden and latent conflicts.
