A CONSTRUÇÃO DA CIDADE PELAS LUTAS DOS MOVIMENTOS SOCIAIS DE HABITAÇÃO: O CASO IZIDORA E A RESPOSTA DO PODER PÚBLICO
A luta por moradia é uma constante
na história brasileira. A questão da regularização
fundiária se faz presente na atualidade mesmo
sendo esse assunto regulamentado por leis, o
que mostra que ainda existe um espaço entre a
lei e a sua efetivação. Isso faz com que milhares
de brasileiros vivam em situações precárias de
moradia e, consequentemente, fiquem à mercê
da cidade. O estudo tem por objetivo mostrar,
por meio da construção de conceitos como
cidade, urbanismo, função social e direito à
moradia e da atuação dos Movimentos Sociais
de Habitação, a ausência de ações eficazes
dos Poderes Públicos. Nesse sentido, as
autoras apresentam duas vertentes: a) na luta
pela moradia urbana é perceptível a confusão
e desconexão dos conceitos básicos sobre a
regularização fundiária urbana que aprofunde
a ideia da cidade como espaço de inclusão
social; b) a efetivação do direito à moradia,
mesmo diante de lutas concretas como é o
caso do Izidora, tem um déficit que desafia a
relação do Poder Público e as lutas sociais.
Adotou-se a metodologia histórico-analítica
para reler os conceitos de cidade, função social
e direito à moradia urbana em uma abordagem
sociojurídica do tema proposto.

Abstract:
The struggle for housing is a
constant in Brazilian history. The issue of
agrarian regularization is present today, even
though this matter is regulated by laws, which
shows that there is still a space between the law
and its effectiveness. This causes thousands of
Brazilians to live in precarious housing situations
and, consequently, remain at the mercy of
the city. The study aims to show, through the
construction of concepts such as city, urbanism,
social function and right to housing and the
action of the Social Housing Movements,
the absence of effective actions of the Public
Powers. In this sense, the authors present two
aspects: a) in the struggle for urban housing the
confusion and disconnection of the basic concepts of urban agrarian regularization
that deepens the idea of the city as a space of social inclusion is perceptible; b) the
effectiveness of the right to housing, even in the face of specific struggles such as the
Izidora, has a deficit that defies the relationship between the Public Power and social
struggles. The historical-analytical methodology was adopted to re-read the concepts
of city, social function and the right to urban housing in a socio-juridical approach of the
proposed theme.
