A CONFORMAÇÃO DA ESCASSEZ DE ÁGUA NA BACIA DO RIO SANTA MARIA, MUNICIPIO DE DOM PEDRITO: UMA CONTRIBUIÇÃO DA HISTÓRIA AMBIENTAL
A História Ambiental, tem se constituído num enfoque de relevante importância para estudos relacionados aos problemas de uso dos recursos naturais. Este enfoque busca caracterizar os diferentes momentos de ocupação dos territórios, evidenciando os fatores determinantes dos usos dos recursos naturais pelos grupos sociais envolvidos. Neste sentido, o trabalho buscou identificar no processo de ocupação da região do Munícipio de Dom Pedrito – RS, caracterizando as diferentes estratégias de uso dos recursos hídricos pelas diferentes formas de organização da produção agrícola regional. O método de investigação foi a entrevista com técnicos e lideranças dos agricultores regionais, bem como consulta a informações secundárias em relatos históricos de bibliografia sobre a região. Foi possível identificar que processo de escassez de água é uma característica das condições meteorológicas e de relevo regional, no entanto ao longo da história de ocupação, esta condição se agravou na medida em que se desenvolveram sistemas de produção agrícola mais intensivos no uso deste recurso, com destaque para a lavoura de arroz irrigado. Várias ações têm sido realizadas no sentido de minimizar os efeitos negativos dos períodos de redução do volume de água disponível na bacia hidrográfica, como a construção de barragens. Estas barragens têm se constituído em objeto de debate no interior do comitê de bacias, enfrentando severas críticas de especialistas.

Abstract:
Environmental History has been an important focus for studies related to the problems of using natural resources. This approach seeks to characterize the different moments of occupation of the territories, highlighting the determinant factors of the use of natural resources by the social groups involved. In this sense, this work sought to identify in the process of occupation of the region of the Municipality of Dom Pedrito - RS, characterizing the different strategies of use of water resources by the different forms of organization from the regional agricultural production. The method of investigation was interviewing with technicians and leaders of the regional farmers, as well as consultation with secondary information in historical bibliography reports about the region. It was possible to identify that water scarcity process is a characteristic of meteorological conditions and of regional relief, however throughout the history of occupation, this condition has worsened as agricultural production systems developed in ways to use more intensively this resource, with emphasis on irrigated rice fields. Several actions have been taken to minimize the negative effects of periods of reduction in the volume of water available in the hydrographic basin, such as the construction of dams. These dams have been the subject of debate within the basin committee, facing severe criticism from experts.
