A CARÊNCIA DO HABITAR NAS POLITICAS PÚBLICAS : AVALIAÇÃO DE POLITICAS HABITACIONAIS DE INTERESSE SOCIAL NO DF/BRASÍLIA
O artigo descreve a estrutura
ontológica do habitar, desde o pensamento
de Heidegger, ao afirmar que construímos à
medida que habitamos, além de outros autores
que tratam de relacionar a crise do habitar com
a dos lugares. A partir desse entendimento e
na busca em resgatar o interesse do habitar,
avaliamos políticas habitacionais em Brasilia,
DF. Especificamente, evidenciamos o programa
habitacional recente, Programa Minha Casa
Minha Vida no Distrito Federal, implantado
entre 2009 e 2015, e para isso, utilizamos
os dados socioeconômicos e análises de
pesquisa qualitativa, com os moradores do
empreendimento, Paranoá Parque, destinado à
população de baixa renda, faixa 1, implantado
na Região Administrativa do Paranoá, e
avaliamos o programa destinado à habitação
de interesse social, à luz da essência do habitar
e concluímos que apesar de alguns elementos
presentes que poderiam promover o habitar no
Paranoá Parque, são necessários instrumentos
de indução de desenvolvimento urbano além da
participação ativa da população moradora.

Abstract:
The article was proposed to
describe the ontological structure of dwell, since
Heidegger’s ́s thought that claim that we build
as we inhabit, in addition to other authors that
deal with and relate the crisis of the places.
Since then understanding and in search for the
rescue dwell ́s interest, We analyze the housing
policies in Brasilia,DF. Specifically, we evidence
the recent inhabit program, Program My Home
My Life in Distrito Federal, implanted in between
2009 and 2015, and for this, we use socioeconomics
data and qualitative research analyze
with the residents of real estate development,
Paranoá Park, implanted in Paranoá regional
administrative, in order to evaluate the program
intended for social interest housing of official
interest, considering the essence of living and we
conclude that although some present elements
that could promote the dwell in Paranoá Park,
its necessary urban development induction
instruments in addition to the active participation
of the resident population.
