A ATUAÇÃO EMPRESSARIAL DO TERCEIRO SETOR NO SEIO DA ADMINISTRAÇÃO GERENCIAL
O presente trabalho questiona o papel e a eficiência da atuação do terceiro setor como contributo estatal e, mais além, pondera os reflexos do advento de sua atuação em atividades tipicamente empresárias. Com a evolução da sociedade, o Estado necessitou enxugar sua máquina com o fim de possibilitar uma melhoria na prestação de serviços públicos e na execução eficiente da atividade econômica. É nesse cenário que o Estado mínimo, o principal garantidor das prerrogativas fundamentais, adotando o modelo neoliberal, descentraliza sua esfera de atuação, firmando uma parceria pública-privada e agindo lado a lado com sociedade civil, fazendo surgir no ordenamento jurídico a figura das agências reguladoras. Cumpre, então, investigar se o terceiro setor atua conforme o esperado, prestando um serviço eficiente e menos oneroso, o que, em última análise, legitimaria sua existência no seio da Administração Pública. Para tanto, foram feitas pesquisas qualitativas bibliográficas e utilização do método hipotético-dedutivo.

Abstract:
This paper questions the role and efficiency of the performance of the third sector as a state contribution and, further, ponders the reflexes of the advent of its performance in typically entrepreneurial activities. With the evolution of society, the State needed to dry its machine in order to enable an improvement in the provision of public services and in the efficient execution of economic activity. It is in this scenario that the minimum state, the main guarantor of fundamental prerogatives, adopting the neoliberal model, decentralizes its sphere of action, establishing a public-private partnership and acting side by side with civil society, making the figure of agencies appear in the legal system. regulatory authorities. Therefore, it is necessary to investigate whether the third sector acts as expected, providing an efficient and less costly service, which, in the final analysis, would legitimize its existence within the Public Administration. To this end, qualitative bibliographic research and the use of the hypothetical-deductive method were carried out.
