A ATUAÇÃO DO NEGOCIADOR EM OCORRÊNCIAS DE ALTA COMPLEXIDADE ENVOLVENDO TERRORISTAS: uma análise do perfil do terrorista e o papel do negociador frente a crise de ameaça terrorista

O presente estudo propõe-se a pesquisar e analisar a atuação do negociador em ocorrências de alta complexidade envolvendo terroristas analisando o perfil do terrorista e o papel do negociador frente a crise de ameaça terrorista, tendo como tema problema a análise de textos e documentos científicos, tentando esclarecer qual o papel do negociador em um incidente de crise envolvendo um perpetrador terrorista, bem como analisar o perfil psicológico deste. Justifica-se a temática devido aos ataques ao World Trade Center e ao Pentágono, no dia 11 de setembro de 2001, nos Estados Unidos, bem como em outros países como os ocorridos atualmente na França e deve ser preocupação também no Brasil, visto que, mesmo ainda não sendo vítima de atentados terroristas é um país com uma economia emergente, com alianças com países que já tem um histórico de serem vítimas de tais atentados, e, mais importante, por ser sede de grandes eventos como a Copa do Mundo de 2014 e as Olimpíadas de 2016. Destaque para o objetivo geral, no qual a preocupação com tais atentados deve vir, primeiramente, das Agências Centrais de Inteligências (Diretoria de Inteligência - DINT, no caso da PMMG), para que possa agir de forma preventiva com o objetivo de evitar tais ações, bem como, propriamente, no cenário de crise, o treinamento dos negociadores da Instituição para que possam agir de forma especializada face a realidade perpetrada.

  • Abstract: 

    The present study proposes to research and analyze the negotiator's performance in highly complex events involving terrorists, analyzing the profile of the terrorist and the role of the negotiator in the face of the crisis of terrorist threat, with the problem of analyzing scientific texts and documents, trying to clarify the role of the negotiator in a crisis incident involving a terrorist perpetrator, as well as analyzing his psychological profile. The theme is justified due to the attacks on the World Trade Center and the Pentagon, on September 11, 2001, in the United States, as well as in other countries such as those currently occurring in France, and should also be a concern in Brazil, since, even though it is not yet a victim of terrorist attacks, it is a country with an emerging economy, with alliances with countries that already have a history of being victims of such attacks, and, more importantly, for hosting major events such as the 2014 World Cup and the 2016 Olympics. Highlight for the general objective, in which the concern with such attacks must come, first, from the Central Intelligence Agencies (Intelligence Directorate - DINT, in the case of PMMG), so that it can act preventively with the objective of avoiding such actions, as well as, properly, in the crisis scenario, the training of the Institution's negotiators so that they can act in a specialized way in face of the reality perpetrated.
