A ATUAÇÃO DA POLÍCIA MILITAR DO PARÁ NO ENFRENTAMENTO AOS CRIMES AMBIENTAIS NA AMAZÔNIA BRASILEIRA

O presente estudo analisa a atuação da Polícia Militar do Pará (PMPA) no enfrentamento aos crimes ambientais na Amazônia brasileira, considerando a crescente complexidade das ameaças ambientais e sua interface com a segurança pública. Partindo do problema da efetividade das ações policiais diante da expansão de atividades ilícitas, a pesquisa tem como objetivo geral examinar as estratégias operacionais, os desafios institucionais e os resultados da atuação da PMPA no combate a crimes como o desmatamento ilegal, a extração clandestina de madeira, o garimpo ilegal, os crimes contra a fauna e a pesca predatória. Metodologicamente, o estudo adota abordagem qualitativa, de caráter descritivo-analítico, com base em análise documental, legislação pertinente e literatura especializada. Os resultados indicam que a PMPA desempenha papel relevante no sistema de segurança pública ambiental, por meio de unidades especializadas, operações integradas e uso de tecnologias aplicadas à fiscalização e à inteligência policial. Entretanto, persistem desafios significativos, relacionados às limitações logísticas impostas pela extensão territorial amazônica, à escassez de recursos humanos e materiais, à atuação de organizações criminosas e às fragilidades na articulação interinstitucional. Conclui-se que, embora a atuação da PMPA seja fundamental para a proteção ambiental e a ordem pública, o fortalecimento das políticas públicas, da cooperação institucional e da capacidade operacional é essencial para ampliar a efetividade do enfrentamento aos crimes ambientais na Amazônia.

  • Abstract: This study analyzes the performance of the Military Police of Pará (PMPA) in combating environmental crimes in the Brazilian Amazon, considering the growing complexity of environmental threats and their interface with public security. Starting from the problem of the effectiveness of police actions in the face of the expansion of illicit activities, the research aims to examine the operational strategies, institutional challenges, and results of the PMPA's actions in combating crimes such as illegal deforestation, clandestine logging, illegal mining, crimes against wildlife, and predatory fishing. Methodologically, the study adopts a qualitative, descriptive-analytical approach, based on document analysis, relevant legislation, and specialized literature. The results indicate that the PMPA plays a relevant role in the environmental public security system through specialized units, integrated operations, and the use of technologies applied to surveillance and police intelligence. However, significant challenges persist, related to the logistical limitations imposed by the vast Amazonian territory, the scarcity of human and material resources, the activities of criminal organizations, and weaknesses in inter-institutional coordination. It is concluded that, although the actions of the PMPA (Military Police of Pará) are fundamental for environmental protection and public order, strengthening public policies, institutional cooperation, and operational capacity is essential to increase the effectiveness of combating environmental crimes in the Amazon.
