A ATUAÇÃO DA BUROCRACIA DE MÉDIO DE ESCALÃO NA CONSECUÇÃO DA IMPLEMENTAÇÃO POLÍTICA DE EXPANSÃO DAS IFES NO ESTADO DO RIO GRANDE DO NORTE
O Objetivo deste artigo é explicar a forma como os burocratas de médio escalão, nos processos de interação/comunicação com a burocracia de nível de rua atuaram na implementação local da política nacional de expansão da educação superior pública. Nesse sentido, adotou-se como objeto de estudo a implementação das políticas de expansão das Instituições Federais de Ensino Superior, estas políticas congrega ações, programas e projetos nacionais, tais como o Plano de Reestruturação e Expansão das Universidades Federais (Reuni) e o Programa Nacional de Assistência Estudantil (Pnaes) e, por meio do emprego de técnicas metodológicas qualitativas, sendo conduzido o estudo no estado do Rio Grande do Norte/Brasil. Os resultados gerais evidenciaram que os burocratas de médio escalão, na figura dos(as) reitores e diretores(as) gerais das IFES, têm um papel determinante em interpretar o que foi previamente elaborado no desenho normativo da política para os atores implementadores in loco, e estabelecendo as ações necessárias para este fim. Estes atores implementadores, são representados pelos coordenadores, professores e técnicos administrativos que atuam nas IFES. Ademais, identificou-se ainda que este processo de interpretação e comunicação do desenho normativo da política, e a postura do burocrata de médio escalão frente a liderança da Instituição é uma condição dependente de aspectos técnicos, cognitivos e político-relacionais referentes ao perfil dos(as) reitores e diretores(as) das IFES.

Abstract:
The aim of this article is to explain how middle-level bureaucrats in the processes of interaction/communication with street-level bureaucracy acted in the local implementation of the national policy for the expansion of public higher education. In this sense, the implementation of the expansion policies of federal institutions of higher education was adopted as the object of study, these policies bring together national actions, programs and projects, such as the Plan for Restructuring and Expansion of Federal Universities (Reuni) and the National Student Assistance Program (Pnaes) and, through the use of qualitative methodological techniques, the study was conducted in the state of Rio Grande do Norte/Brazil. General results showed that the middle-level bureaucrats, in the figure of the deans and general directors of the IFES, have a decisive role in interpreting what was previously elaborated in the normative design of the policy for the implementing actors on site, establishing the necessary actions for this purpose. These implementing actors are represented by the coordinators, teachers and administrative technicians who work in the IFES. Moreover, it was also identified that this process of interpretation and communication of the policy's normative design, the attitude of the middle-level bureaucrat in the face of the institution's leadership is a condition dependent on technical, cognitive and political-relational aspects related to the profile of the deans and directors of IFES.
