Abstract: The Northeast region is historically and culturally one of the least developed regions in the country. However, within it, there are cities, especially the capitals, with great productive capacity, revenue collection, and good quality of life indicators. The objective of this study is to identify and understand the relationship between the collection of tax revenues and the measurement of the Human Development Index (HDI) in the capitals of the Northeast, through the characterization of the municipalities and their indicators from past years. When discussing human development, and particularly the Human Development Index, it is necessary to understand that many factors are analyzed to obtain a specific index. Thus, the economic condition of the city is one of the essential factors for the development of others, such as health, security, and education, which require high levels of investment. To construct a framework capable of effectively achieving the main objective, a descriptive research method was used, in addition to bibliographic and documentary research, with a qualitative approach to data collection and analysis to understand their meanings. With these tools, it was possible to analyze and conclude that the amount collected through taxes does not reflect a directly proportional relationship with the HDI of the cities, as cities with lower revenue values obtained better indexes. In other words, it is not only necessary to have good revenue collection to guarantee a good HDI, but also good planning for the distribution of these revenues into relevant factors that generate well-being and social quality of life.
