The work consists of a systematic review of the literature that used historical and qualitative materials, as well as an analysis of the legislation that deals with the homeless person and their rights with bibliographic, legislative and documentary consultation on the subject. The objective was to analyze the national scientific production and on the rights of homeless people in terms of access to public and quality health, the right to the city and citizenship rights. There are few studies on the subject, being identified 09 works that speak specifically about the right to the city and the homeless population.
