• Abstract:

  The paper analyzes the way in which the public policy developed by the
  Specialized Reference Center for the Homeless Population (Centro POP) is implemented in the
  municipalities of Juazeiro/BA, Natal/RN, Petrolina/PE and Salvador/BA. In the methodological
  path, the research adopted a qualitative approach, in two phases: bibliographic and field, the
  latter using the French Discourse Analysis technique for data processing. The results of the
  study point to elements that contribute in the sense of proposing adjustments regarding the
  forms of execution of the workshops, when taking into account the issues related to the
  management and direction of the relationships with the users.
