Abstract: This present section is part of an investigation named: Professional training and connection of the civil engineers. The Instituto Tecnológico from Oaxaca case is developed at the Tecnológico Nacional from México (TecNM) context, a higher system of technological education focused on training engineers, it is educational research with a qualitative approach. Its goal was to reconstruct analytically the TecNM historical process in a way of a training device. The reconstruction took as a central theme the connection that is conceived as an enhancer component of the training process. The analysis was structured in five stages: creation of the tecnológicos in 1948, expansion, stagnation, diversification, to present with its administrative integration and the implementation of the competences approach. In this process you move from and educational policy with a social approach to another influenced and determined for neoliberal criteria, which modify the engineer professional training. Finally, it concludes identifying the lackness and nowadays needs at TecNM to fulfill the integral engineers training.
