Abstract: The article seeks to answer two main questions: what is the perception that people with disabilities have about the urban space of the city of Pachuca? What are the elements that people with disabilities identify for the design of inclusive and accessible urban public policies? The methodology used consisted of conducting semi-structured interviews with staff from a Civil Association that fights for the mobility and inclusion of the disabled, as well as with a former Paralympic wheelchair medalist. One of the main findings maintains that the city implements urban policies without a correct analysis of the social diversity of people with disabilities. Urban policy aimed at accessibility and mobility of the disabled should be oriented mainly towards elderly women.
