"Public policy for democratization of the Provincial State: Open Government or Electronic Government?: progress in the implementation of the state modernization plan in the province of ``Río Negro"
El presente trabajo se enmarca en el proyecto de investigación Políticas Públicas y Gobierno Abierto. Nuevos Espacios de Participación Ciudadana en los umbrales del Nuevo Milenio. Río Negro. 2000 – 2016. El objetivo central de la propuesta es caracterizar las experiencias asociadas al paradigma de Gobierno electrónico que surgieron en el contexto provincial especialmente relacionadas con la construcción colectiva de políticas públicas. Se analiza si el proceso de modernización del Estado surgió como acciones de gobierno en parte descoordinadas en virtud de la ausencia de una estrategia en común o como respuestas del gobierno a un clima de época en función de la irrupción de las TIC en el ámbito público. A los fines metodológicos se optó por la estrategia de investigación cualitativa para comprender el proceso de construcción e implementación de políticas públicas en la Provincia de Río Negro. A través de estas estrategias se indago tanto sobre las percepciones de los diferentes actores sociales en las interacciones en dichos espacios como así también en la dinámica de las relaciones de poder que ellas expresan.

Abstract:
This work is part of the Public Policies and Open Government research project. New Spaces for Citizen Participation on the threshold of the New Millennium. ``Rio Negro``. 2000 – 2016. The central objective of the proposal is to characterize the experiences associated with the electronic Government paradigm that emerged in the provincial context, especially related to the collective construction of public policies. It is analyzed whether the State modernization process emerged as partly uncoordinated government actions due to the absence of a common strategy or as government responses to a current climate based on the emergence of ICT in the public sphere. For methodological purposes, the qualitative research strategy was chosen to understand the process of construction and implementation of public policies in the Province of Río Negro. Through these strategies, both the perceptions of the different social actors in the interactions in these spaces and the dynamics of the power relations that they express were investigated.
