Abstract: The rapid and pervasive integration of Artificial Intelligence (AI) into social and organizational contexts has created an acute deficit in ethical competencies and data literacy among future Information Technology (IT) professionals. Addressing this curricular gap, the present study employs the Design Science Research (DSR) approach to propose and justify the design of a structured pedagogical artifact. This artifact is an eight-lesson Didactic Sequence, anchored in Project-Based Learning (PjBL), aiming to develop Digital Citizenship in Technical Informatics students. The rigor of the design is demonstrated through conceptual validation, establishing the logical coherence between the problem of Algorithmic Governance, the theoretical foundation of IT ethics, and the chosen PjBL/PBL mechanisms. The article's findings focus on the detailed documentation of the rationale and structure of the Teaching Sequence, offering a practical and theoretical framework with immediate replication potential. This research posits that PjBL is a crucial mechanism for transitioning from manipulative action to intellectual and ethical reflection in technology interaction.
