THE ATTRACTIVENESS OF SOCIAL HOUSING AND URBAN SERVICES – A POST-OCCUPANCY EVALUATION METHODOLOGY
Fortaleza’s urban growth has been characterized by disorderly horizontal expansion and the marginalization of low-income populations, resulting in marked inequalities in access to essential services. In this context, housing development plays a central role in shaping the urban landscape: over the past 20 years, 52,265 housing units linked to housing programs have been delivered, of which 35% correspond to Affordable Housing (HMP). However, the location of these developments often disregards the principle of proximity, imposing burdensome commutes and undermining sustainable urban integration.
To measure the quality of this integration, the study developed the Post-Occupancy Assessment Index (IAPO) to evaluate the distribution of structural and functional attributes of urban space in Fortaleza by collecting market data related to housing production and existing public services and infrastructure in the city of Fortaleza. The results reveal a significant discrepancy between housing density and the supply of public services. It is observed that new projects tend to cluster around pre-existing developments, driven by the attractiveness of the real estate market rather than by the prior availability of infrastructure, often meeting only the minimum regulatory requirements.
