Abstract: ABSTRACT: The predominance of neoliberalism in modern nations is a public and notorious fact. This political system has repercussions not only in administrative or structural areas, but also in other fields that are not very obvious. One of these is the education system. By logic, education is heavily funded by the state and its resources are the target of deep speculation by important sectors of the bourgeoisie, making clear their dissatisfaction with broad, unrestricted and accessible education for children, young people and adults. The aim of this article is to understand the main differences in state management of education in Brazil and China, specifically between 1977 and 2011. A literature review was carried out using articles, books and government documents in English or Portuguese, as well as excluding dissertations and theses. It was concluded that the Brazilian educational context is strongly influenced by contingencies that hinder the understanding of education as an investment, relegating this theme to the sidelines with constant scrapping, in contrast to what is observed in China.
