Abstract: Higher Education Institutions (HEIs) face the challenge of ensuring evaluation and promotion processes for academic staff that foster equity, motivation, and continuous improvement. This article presents a comprehensive evaluation model specifically designed for Academic Technicians (AT), grounded in theories of organizational bureaucracy, work motivation, and performance management systems. The methodology used includes a documentary analysis, semi-structured interviews and the application of quantitative instruments to assess staff perception regarding promotion criteria at a public university in Mexico. The results suggest that the proposed model enables a more equitable evaluation that accounts for the diversity of functions performed by TAs, thereby improving motivation and organizational development
