SOVEREIGN WEALTH FUND AND DEVELOPMENT IN MOZAMBIQUE: PUBLIC EXPECTATIONS AND PRIORITIES

The Mozambique Sovereign Wealth Fund was established following significant natural gas discoveries in the Rovuma Basin; this fund represents a crucial and strategic opportunity to drive the country’s socioeconomic development. The primary objective of this dissertation is to investigate the expectations and priorities of the Mozambican population regarding the fund, as well as their perceptions of the management and allocation of these resources, providing valuable insights for the formulation of policies that maximize the fund’s benefits and address the real needs of the population. Furthermore, the research seeks to contribute to an effective alignment between the fund’s initiatives and society’s expectations. This study was conducted using a mixed-methods approach, combining the analysis of quantitative and qualitative data collected through surveys, interviews, and a literature review. The results reveal that there is a high expectation that the fund will contribute to significant improvements in crucial areas such as health, education, infrastructure, and job creation. Furthermore, the research aims to identify the predominant concern regarding transparency and efficiency in the fund’s management, reflecting a lack of trust in government institutions. For the sovereign wealth fund to achieve its development objectives, it is essential to implement robust governance, with strong civil society involvement and a focus on the priorities established by the population, as well as the creation of mechanisms for continuous monitoring and the promotion of transparent and effective communication between the government and citizens, in order to ensure that resources are used fairly and sustainably, thereby contributing to the equitable and sustainable development of Mozambique.
