Evaluate public policies with a human rights approach
Este trabajo trata de sostener que la evaluación de las políticas públicas con enfoque de derechos implica cambios específicos en las fases de las políticas: a) el problema público debe ser descrito como la violación de un derecho humano, b) la selección de alternativas, muchas veces no se hacen pensando en la adaptación con la normativa internacional de DDHH (Tratado, Pacto, Acuerdo) para que de manera universal y progresiva se acceda al derecho humano; c) la formulación de políticas tendría que adaptarse y retomar objetivos, metas e indicadores de la normativa internacional de derechos; d) en la implementación de políticas, el monitoreo y seguimiento son insuficientes y no vinculantes, se debe optar por participación real de las poblaciones involucradas en la problemática a solucionar; e) en cuanto a la evaluación ex post, se proponen dos cosas: 1) verificar el cumplimiento del derecho humano de la política pública con base en los tratados internacionales y 2) verificar la asociatividad de acceso al derecho obtenido como posibilidad y disfrute de otros derechos, esto es una interrelación progresiva.

Abstract:
This work tries to sustain that the evaluation of public policies with a rights approach implies specific changes in the phases of the policies: a) the public problem must be described as the violation of a human right, b) the selection of alternatives, many Sometimes they are not made thinking about the adaptation with the international norm of DDHH (Treaty, Pact, Agreement) so that in a universal and progressive way the human right can be accessed; c) the formulation of policies would have to adapt and take up the objectives, goals and indicators of international rights regulations; d) in the implementation of policies, monitoring and follow-up are insufficient and non-binding, it is necessary to opt for real participation of the populations involved in the problem to be solved; e) regarding the ex post evaluation, two things are proposed: 1) verify compliance with the human right of public policy based on international treaties and 2) verify the associativity of access to the right obtained as a possibility and enjoyment of others rights, this is a progressive interrelation.
