ESTADO, POLÍTICAS PÚBLICAS E AÇÕES AFIRMATIVAS NA EDUCAÇÃO BRASILEIRA
Políticas públicas correspondem às ações do Estado destinadas a atender às necessidades
coletivas e assegurar o acesso equitativo a direitos fundamentais, como a educação. O
objetivo deste artigo é apresentar, de forma coerente e didática, os principais conceitos
relacionados ao Estado, às políticas públicas e às ações afirmativas na educação brasileira,
contribuindo para uma compreensão ampla e integrada do tema. Compreender esses temas é
essencial para a formação de profissionais da educação, pois evidencia como decisões
políticas influenciam o funcionamento do sistema educacional e impactam diretamente a
prática docente. O texto foi produzido para atender a Disciplina: Políticas e Legislação da
Educação Básica e integra os conteúdos da Unidade I – Estado e Políticas Públicas, e da
Unidade IV – Legislação e Políticas de Ações Afirmativas, conforme a ementa do curso de
Licenciatura em Ciências Biológicas.
O trabalho ressalta a relevância da atuação do docente como mediador dessas políticas,
destacando a necessidade de práticas pedagógicas inclusivas, éticas e socialmente
responsáveis. Essa análise busca oferecer uma visão integrada entre teoria e prática,
permitindo que o leitor compreenda não apenas os fundamentos legais e conceituais, mas
também as implicações concretas para a gestão escolar e o trabalho docente. Conclui-se que a
articulação entre políticas públicas e ações afirmativas é essencial para a construção de uma
educação democrática, equitativa e plural, que considere as diferenças individuais e culturais
de cada estudante.

Abstract:
Public policies correspond to actions undertaken by the State to address collective needs and
ensure equitable access to fundamental rights, such as education. The aim of this article is to
present, in a coherent and educational manner, the main concepts related to the State, public
policies, and affirmative action policies in Brazilian education, contributing to a broad and
integrated understanding of the subject. Understanding these themes is essential for the
education and training of teaching professionals, as it highlights how political decisions
influence the functioning of the educational system and directly impact teaching practices.
This text was produced to fulfill the requirements of the course Policies and Legislation of
Basic Education and incorporates the contents of Unit I – State and Public Policies and Unit
IV – Legislation and Affirmative Action Policies, according to the syllabus of the Biological
Sciences Teacher Education Program.
The study emphasizes the relevance of the teacher’s role as a mediator of these policies,
highlighting the need for inclusive, ethical, and socially responsible pedagogical practices.
This analysis seeks to provide an integrated perspective between theory and practice, enabling
readers to understand not only the legal and conceptual foundations, but also the concrete
implications for school management and teaching practice. It is concluded that the
relationship between public policies and affirmative action initiatives is essential for theconstruction of a democratic, equitable, and pluralistic education that considers the individual
and cultural differences of each student.
