Abstract: The article analyzes the design of urban policies aimed at accessibility, mobility and inclusion of the population with disabilities in the city of Pachuca, the capital of the state of Hidalgo. The federal, state and municipal regulations on disability are exposed, which indicates the absence of regulations available to support people with disabilities. The regulations are analyzed from the theory of Tolentino (2018), who conceives the urban and daily mobility of the disabled as pedestrians who move in a mechanical device and manifest the complications of relating to space and society. It is concluded that disability is located in community spaces that do not allow access to everyone in an affordable, safe and equal way.
