Abstract: This article aims to describe and analyze non-contact pedagogical activities and their implications for specialized educational services from the perspective of inclusive education. This research was configured as a case study and its analysis is based on the critical perspective. Data production took place through the analysis of documents prepared by the "Municipal Secretary of Education of Boa Vista-RR", and the planning for remote teaching under the guidance of the project "Learning at Home: Families and school together for Education". Based on the analysis of non-face-to-face extracurricular pedagogical activities in the context of a pandemic, it was noticed that the municipality investigated presents a specific proposal for special education, far from the proposal organized for other students, considering that the kindergarten students served by the Multifunctional Resource Rooms are students who carry out their services using specific concrete material for their educational needs. The reflections revolve around the pedagogical practices adopted in the face of emergency remote teaching, the regulations of the Ministry of Education, the lack of support for teachers, the scarcity of procedures and guidelines, the lack of technological resources for students,/and the proposal of municipal management which, in greater instance, before the pandemic, with a system extremely rigid by the IAB teaching program, has negatively transformed great educational achievements, in the name of false media about the capital of early childhood
