Abstract: In this installment, the issue of the constitution of territorial reserves is addressed, as part of the urban implementation and planning policy in the main metropolitan areas of the country. An extensive review is carried out through the consultation of specialized bibliography associated with government documents, as well as literature that has been the framework of the international discussion on human settlements and that has had an impact on the formation of laws, regulations, instruments and creation of secretariat and institutions for the operation of urban policy and territorial reserves (RT) in the main cities of the country. With the support of geospatial vector data from SEDATU and methodological elements of the Geostatistical Model for the Update of Urban Containment Perimeters, supported by a Geographic Information System and adhered to the guidelines for the classification and qualification of RT, we were able to clearly quantify their number and surface area made up of the municipality, the delimitation criteria, the evaluation of its location and mapping within the Urban Containment Perimeter for the Metropolitan Zone of Mexicali. The results show that even though there are efforts to adhere to the regulatory framework of the National Territorial Planning and Urban Development Program, municipal urban management on the territorial planning policy shows inconsistent actions that deviate from the explicit urban containment guidelines in the Program. of Consolidation of Urban Reserves of SEDATU and the recommendations of the New Urban Agenda resulting from Habitat III.
