COMPOSTING, CIRCULAR ECONOMY, AND SUSTAINABLE DEVELOPMENT GOALS: THEORETICAL BASES, REGULATORY FRAMEWORK, AND CHALLENGES FOR ECOLOGICAL TRANSITION IN BRAZIL

The management of the organic fraction of municipal solid waste is a structural challenge for contemporary environmental sustainability. Composting is an environmental technology capable of reinserting nutrients into production systems, reducing the impacts associated with final disposal in landfills. Part of the circular economy paradigm, this practice contributes to the regeneration of biological cycles and the fulfillment of the Sustainable Development Goals (SDGs). This study conducts a systematic literature review and normative analysis, examining the conceptual foundations of the circular economy, technical aspects of composting, the Brazilian legal framework on organic fertilizers, and implications for public policy. The results indicate that composting is a relevant tool for ecological transition, although its expansion depends on institutional incentives and cultural change.
