Abstract: The article examines the relationship between bioethics, legislation, and emerging technologies in healthcare, addressing the ethical challenges arising from innovations such as artificial intelligence and nanotechnology. With the rapid pace of technological advancement, issues related to privacy, equity, justice, and responsibility become increasingly relevant, requiring a careful analysis of the social and moral impacts of these innovations. Bioethics, grounded in the principles of autonomy, beneficence, and justice, emerges as an essential guide to ensure that these technologies are developed and applied ethically, respecting human rights and promoting social justice. Additionally, Health Technology Assessment (HTA) plays a crucial role in supporting informed decisions about the adoption of new technologies, ensuring that they are safe, effective, and beneficial for society as a whole. The article reviews existing literature and analyzes the development of bioethics and HTA in Brazil, highlighting the need to adapt regulatory frameworks to the complexities of emerging technologies. For technological innovations to fulfill their potential without compromising individual rights, it is imperative that there is robust ethical governance and continuous evaluation of the legal and social implications, ensuring patient protection and an equitable distribution of the benefits of these technologies
