Abstract: The use of mobile phones in the school environment has become one of the most debated issues in Brazilian education over the last decades. The expansion of access to digital technologies has brought significant pedagogical benefits, but it has also created challenges related to distraction, technological dependence, and impacts on student learning. In this context, the Brazilian State has established specific regulations to govern the use of electronic devices in schools, culminating in the enactment of Law No. 15,100/2025 and complementary regulations issued by the National Education Council. This article aims to analyze the evolution of Brazilian legislation regarding the use of mobile phones in schools, highlighting its foundations, objectives, impacts, and implementation challenges. This study is based on bibliographic and documentary research, drawing upon legislation, official documents, and specialized literature on educational technologies. The findings indicate that the regulation seeks to balance the protection of students' mental health with the need to promote digital education as provided for in the Brazilian National Common Curricular Base (BNCC). It is concluded that the effectiveness of these regulations depends on the participation of the school community and on the adoption of pedagogical practices that integrate technology in a conscious, responsible, and educational manner.
