O uso de celulares no ambiente escolar tem se tornado um dos temas mais debatidos na educação brasileira nas últimas décadas. A ampliação do acesso às tecnologias digitais trouxe benefícios pedagógicos significativos, mas também desafios relacionados à distração, à dependência tecnológica e aos impactos na aprendizagem. Nesse contexto, o Estado brasileiro passou a estabelecer normas específicas para regulamentar o uso de dispositivos eletrônicos nas escolas, culminando na promulgação da Lei nº 15.100/2025 e em normas complementares do Conselho Nacional de Educação. O presente artigo tem como objetivo analisar a evolução das legislações brasileiras sobre o uso do celular nas escolas, destacando seus fundamentos, objetivos, impactos e desafios para sua implementação. Trata-se de uma pesquisa bibliográfica e documental, fundamentada em legislações, documentos oficiais e literatura especializada sobre tecnologias educacionais. Os resultados demonstram que a regulamentação busca equilibrar a proteção da saúde mental dos estudantes com a necessidade de promover a educação digital prevista pela Base Nacional Comum Curricular (BNCC). Conclui-se que a efetividade das normas depende da participação da comunidade escolar e da adoção de práticas pedagógicas que integrem a tecnologia de forma consciente e educativa.

  • Abstract: The use of mobile phones in the school environment has become one of the most debated issues in Brazilian education over the last decades. The expansion of access to digital technologies has brought significant pedagogical benefits, but it has also created challenges related to distraction, technological dependence, and impacts on student learning. In this context, the Brazilian State has established specific regulations to govern the use of electronic devices in schools, culminating in the enactment of Law No. 15,100/2025 and complementary regulations issued by the National Education Council. This article aims to analyze the evolution of Brazilian legislation regarding the use of mobile phones in schools, highlighting its foundations, objectives, impacts, and implementation challenges. This study is based on bibliographic and documentary research, drawing upon legislation, official documents, and specialized literature on educational technologies. The findings indicate that the regulation seeks to balance the protection of students' mental health with the need to promote digital education as provided for in the Brazilian National Common Curricular Base (BNCC). It is concluded that the effectiveness of these regulations depends on the participation of the school community and on the adoption of pedagogical practices that integrate technology in a conscious, responsible, and educational manner.
