Abstract: The improvement of the Brazilian Air Force operational capacity can be brought about by several factors. The improvement of the administrative processes is one of them. In this way, the investigation of the Public Governance performed by the General Command of Support [COMGAP], the agency who makes the maintenance of the entire aircraft fleet, got focus. The objective of this research was to identify how the hierarchical structure of the COMGAP influences governance with its subordinate agencies. The data were obtained by the three surveys sent to these agencies. The results were obtained pointed to a Governance focused on the Bureaucratic Paradigm of the Logistic Command. The administrative routine established by the COMGAP provided significant administrative performance. By the way, the Subordinated agencies pointed out a gap in the implementation of Network Governance. The lack of autonomy in defining relationship rules was pointed also. However, as a result of institutional actions focused on Governance strategies, as well as an organizational culture, that prioritizes the modernization and improvement of administrative processes, the Subordinated agencies viewed the COMGAP as a source of assurance for administrative actions committed to good practices, including the separation between the personal and institutional relationship. It is concluded in this way that the hierarchical structure of COMGAP provides a favorable environment for the generation of Public Value.
