  The essay studies the consequences of the emergence of subnational governments in relation to the processes of international insertion and integration, seeking to understand how a subnational government and international cooperation can contribute to solving problems that go beyond the territorial limits of States. However, this strategy still comes up against aspects of sovereignty and federalism, which limit the actions of these new subnational actors.
